FCL Works With Vision Fund Uganda to Improve Agribusiness Finance  

At FRIENDS Consult, we do not only work with regulated financial institutions. There is an ongoing work with Vision Fund Uganda (VFU), a renowned credit-only MFI, to enhance the reach and impact of agricultural finance.

The Assignment

FCL was engaged by Fondation Grameen Crédit Agricole to implement a strategic intervention aimed at enhancing financial inclusion for sustained income growth among rural smallholder farmers in Uganda. The project responds to persistent barriers faced by smallholder farmers, including limited access to appropriate financial products, seasonal income variability, and inadequate financial literacy, which collectively constrain productivity and economic resilience.

Intent

The overall objective of the assignment is to strengthen VFU’s institutional capacity to deliver tailored agricultural lending that is responsive to the unique needs of smallholder farmers. FCL adopted a phased and systematic approach comprising inception, value chain (VC) analysis, market assessment, development of agricultural loan products, capacity building, and formulation of a scale-up strategy.

Implementation

The consultancy commenced with inception activities including stakeholder alignment, followed by secondary and primary data collection. A comprehensive Value Chain analysis and market study then identified high-potential agricultural value chains, mapped market dynamics, and determined financing gaps. Insights generated informed the design of customized agricultural loan products, incorporating flexible repayment structures, risk mitigation mechanisms, and alignment with farmer cash flow patterns.

Consolidating the Present and Looking Forward

To ensure sustainability, FCL is strengthening VFU’s internal capacity through highly tailored training, coaching, and development of operational manuals and appraisal tools for agricultural financing. A robust product scale-up strategy has been developed to support long-term implementation.

The expected outcomes include improved access to affordable financial services for smallholder farmers, enhanced institutional capacity within VFU, and increased agricultural productivity and incomes among recipients. Ultimately, the project contributes to broader development goals, including poverty reduction, food security, and inclusive economic growth in rural Uganda.
