How to Address Uganda’s Digital Literacy Gap
The situation
In today’s rapidly evolving digital landscape, artificial intelligence (AI) holds tremendous potential to accelerate Africa’s development. However, for countries like Uganda, harnessing this potential begins with addressing the foundational challenge of digital literacy. While Uganda has made progress in expanding mobile connectivity, with internet penetration near 22% as of late 2025 and mobile connections covering about 79% of the population(DataReportal – Global Digital Insights), the country still faces significant barriers that hinder true digital inclusion.
One core challenge is the low level of digital skills among the population. Surveys reveal that lack of digital skills prevents about 75% of Ugandans from accessing the internet, contributing to a persistent digital divide between urban and rural communities(allAfrica.com). Only a small fraction of Ugandans are proficient in advanced digital competencies like programming (around 4.6%)(allAfrica.com), and basic computer literacy remains limited in many areas. Moreover, gender disparities and high costs of devices and internet services further widen the divide.
How AI can help
AI inclusion can help address these inequalities by offering accessible, context-relevant learning tools that adapt to Uganda’s current literacy levels. For example, AI-powered education platforms accessible via SMS or low-data chatbots can support learners who have limited internet access, lowering data costs and bridging information gaps cost-effectively—similar to initiatives tested in other parts of Africa where AI drastically reduced data consumption compared to traditional web search(arXiv).
What needs to be done
To foster a digitally inclusive Uganda, stakeholders must invest in foundational digital literacy programs, particularly targeting youth, women, and rural communities. Collaborative efforts that leverage community centers, libraries, and mobile-first AI tools can help democratize access to digital learning. Integrating AI into education systems, investing in digital training, and supporting grassroots innovation will not only empower individuals but also catalyze economic growth across Uganda and the broader African continent.
