SACCOs: Navigating Cyber Risk and Interoperability in Uganda
Why This Article?
There were days when Uganda’s Savings and Credit Cooperative Organizations (SACCOs) felt local, separate from the rest of the financial sector and unbothered by tech issues. Not anymore. As SACCOs digitize to improve efficiency, they face a challenge. Joining the broader financial ecosystem through interoperability, connecting to mobile money networks and commercial banking channels dramatically expands financial inclusion and thus SACCOs’ business volumes. This, however, it also exposes them to complex, predatory cyber risks, including data breaches, identity theft, and phishing scams.
Managing the transition
For SACCO leadership, managing this transition requires an evolution from passive asset-and-liability management to proactive risk mitigation. Navigating this new frontier securely demands a structured, three-step approach:
- Establish a cybersecurity culture: SACCO boards must treat cybersecurity as a governance priority, not just an IT line item. Regular staff training on identifying phishing attempts and social engineering attacks is essential to safeguarding data.
- Invest in affordable, tiered security and compliance: SACCOs must implement effective data protection frameworks aligned with Uganda’s Data Protection and Privacy Act. This includes adopting multi-factor authentication (MFA), end-to-end encryption, and conducting routine system audits before integrating third-party software. It all can be done without spending a fortune.
- Form secure ecosystem partnerships: When linking with Fintech vendors and mobile network operators, SACCO leadership must enforce stringent service-level agreements (SLAs). Partnering with reputable providers ensures that open banking Application Programming Interfaces (APIs) do not become vulnerable backdoors into SACCO vaults.
What FCL is doing to help
Under our newly developed Caravan Model of SACCO training and capacity building, FRIENDS Consult is actively forming partnerships with ICT and Fintech firms to partner with in providing tech solutions to SACCOs, including cyber security, alongside our normal training and operational/ governance capacity building.
The future of cooperative finance relies on bridging rural convenience with corporate-grade security. By building fortified systems today, SACCO executives can safely drive open banking innovation, protect member savings, and solidify their vital role in Uganda’s digital economy.
